BoneAmong nine loose-leaf folders of typed transcriptions of Russell's History of Western Philosophy lectures at the Barnes Foundation1 are two copies of a fourteen-page stenographic record of a political talk he gave there on 2 March 1941.2 The bulk of this significant new accrual to the Russell Archives, bearing as it does on Russell's most successful (...) philosophical work, could stimulate much further research and textual study. But his isolated Barnes lecture, about the politics of American neutrality, Nazi Germany's brutal and expansionist dictatorship, and the causes and possible consequences of the war against it, is also of considerable interest.The transcription reads more like detailed notes than a verbatim account, and there is no evidence that Russell approved this text.3 The stenographer initially recorded Russell in the third person, dispensed with this device before the second [End Page 52] paragraph, but then occasionally returned to it.4 There is also more enumeration of Russell's points than he would have supplied in a prepared script. Even the title may not be his: there is nothing in the text on any social changes wrought by the war. But this title has been retained in the absence of a more plausible alternative in a short report of the speech (quoting sixteen sentences) in the next day's Philadelphia Evening Bulletin.5 Russell's hour-long address on the "Social and Moral Aspects of the War" appears to have been the only occasion when he "laid philosophy aside"6 at the Barnes Foundation. It was delivered on a Sunday to an audience of 160 students (and possibly some invitees, although none are mentioned in the newspaper article), sandwiched between two of his weekly philosophical lectures (on Socrates and Sparta7) in the series scheduled for each Thursday.In opening his case for the United States joining the Allied war effort, Russell challenged the arguments for the "policy of conciliation" which, by his own recent admission in the New York Times,8 he had earlier endorsed. Published two weeks before Russell spoke on a similar topic at the Barnes Foundation, this 2,000-word letter to the editor served as a very detailed and public renunciation of the pacifist viewpoint—neutrality for national governments combined with non-resistance for individuals—which Russell had promoted in Which Way to Peace? (1936) and continued to condone after the Munich Agreement (September 1938) and even the dismemberment of Czechoslovakia (March 1939).Yet Russell the "relative political pacifist"9 also admitted in this most programmatic statement of his prewar position that "In other times and other circumstances, I should be prepared to consider gains and losses, and to concede that war might be worth while" (WWP, pp. 151–2).That moment had obviously arrived and may have done so already when on 15 October 1939 Russell confided to Constance Malleson that his passionate desire for a British victory made a "thorough-going pacifism difficult" (ra Rec. Acq. 596). But six months later he still did "not feel sufficiently sure of the opposite to say anything publicly by way of recantation"—before adding in this letter to Gilbert Murray that "it may come to that" (21 April 1940, ra Rec. Acq. 71g). It clearly did shortly afterwards—when the "phoney war" in Western Europe was dramatically ended by the invasion of France and the [End Page 53] Low Countries. On 13 May Russell asked the editor of the New Statesman and Nation to notify its readers that he had abandoned his once strongly held pacifist convictions.10In his lecture to the Barnes Foundation, Russell turned next to the defence of American non-intervention by Robert M. This paper starts by examining the free-market alternative, and shows that a market would solve the shortage. It then uses gains-from-trade analysis to explain why current vested interests oppose a move to a market, despite the (...) immense potential for saved lives. In a shift to a market, gains from trade would be distributed away from lucky patients and various industries that benefit from the shortage ; these “Bootleggers” form an alliance with “Baptists”. In lieu of an abstract, here is a brief excerpt of the content:Causes of WarBertrand RussellRussell’s authorship of this anonymously published entry in An Encylopaedia of Pacifism (London: Chatto & Windus, 1937), pp. 12–13, has only just come to light, thanks to the recent sale at auction of a letter to him from Aldous Huxley. If this determination had been made earlier, the text would have featured in Papers 21. In acknowledging receipt of “Causes of War” on 14 December 1936, (...) Huxley, the volume’s editor, also wondered whether Russell would like to examine his subject “at greater length—say in 1,000 words” (internet print, ra3 1,850). The original editorial plan, to which Russell must have adhered, allocated a single page to each topic, which ranged alphabetically from “Armaments, Private Manufacture of”, to “Women in Modern War, Position of”. But as Huxley explained, such compression was “impossible” for some subjects. Russell evidently declined the offer (no reply is extant), for his published contribution amounted to 300 words only. It nevertheless lucidly distils a complex and contested issue. In the spirit of the publishing enterprise Russell had joined, “Causes of War” is also somewhat didactic. Yet there is little hint of either the psychological predispositions towards war he also regarded as crucial, or the absolute pacifist doctrines he had recently embraced and elaborated in Which Way to Peace? (1936). The latter ground, however, was well covered elsewhere, in entries on “Force” and “Non-Violence”, most explicitly, but also in those disparaging armed revolution, for example, or the use of sanctions to enforce international law.The two cross references at the end of Russell’s entry are probably not authorial. The entire project simply has too much style.When Russell’s bibliographers began their task, fewer than 600 publications by Russell were known. By the time of publication they were able to record 181 of Russell’s books, pamphlets and leaflets, 629 contributions to books, pamphlets, and leaflets primarily authored by others, and approximately 3,550 serial publications of various types. Not being content merely to record the details of these publications, the authors follow each publication through its various editions, impressions, reprints, and translations. This is no mean task, given that Russell’s work has been translated into some 47 languages. In addition, the authors cite related pre-publication materials, give sources for rare and difficult-to-find books and documents, and include a comprehensive index. In short, they do nothing less than provide an authoritative, detailed record of Russell’s published work from 1890 to 1990.As the authors also point out, this is “a bibliography not only of Russell’s writings submitted and actually published, but also of certain other texts. Together they can be regarded as his published thoughts” (I: xix). Thus the bibliography mentions not only Russell’s books, articles, and published letters, but published accounts of his speeches, addresses, press conferences, and interviews; book reviews and recommendations (what Russell called “puffs”) for other people’s books; multiple-signatory letters to the editor and other similar documents; published extracts from Russell’s private correspondence and originally unpublished manuscripts; and audio recordings and films. A mark of the bibliography’s completeness is its catalogue of works that have been spuriously attributed to Russell, including two posthumous “spirit communications” (II: 573–74).The authors candidly describe Russell’s reaction when in 1966 he was shown slips of accumulated new entries: “ ‘I am impressed’, he said, ‘but I don’t think it’s worth it’ “ (I: li). Now, after several decades, we are finally in a position to evaluate Russell’s opinion. Once again, upon seeing the completed work, the reader will have little doubt that the correct decision has been made. Researchers interested in Russell’s political involvements and their relation to his more theoretical works, for example, will find this an invaluable resource. All in all, we believe that the bibliography will surpass the requirements of even the most demanding of users. It was, pace Russell, definitely worth it. This clear reference to unlimited freedom in values despite limited freedom in causality pictures quite accurately the theme of this article. Lord Russell made the statement in the closing eloquent paragraph of a 1927 volume he wrote to outline the problems of philosophy. He evidently feels that, prescinding from determinism or non-determinism in the causal sphere, freedom can still be meaningfully discussed in the ethical sphere, the realm of human values, though obviously in a special sense of the word ‘freedom’. In other words, regardless of man’s psychological freedom or nonfreedom, Russell asserts that in the moral order man has perfect ‘freedom’ to decide for himself what shall be good or evil, right or wrong. We study political influence in institutions where each member chooses a level of support for a collective goal. These individual choices determine the degree to which the goal is reached. Influence is assessed by newly defined binary relations, each of which ranks members on the basis of their relative performance at a corresponding level of participation. For institutions with three options (e.g., voting games in which each voter may vote “yes”, “abstain”, or vote “no”), we obtain three influence relations, and (...) show that their strict components may be cyclic. This latter property describes a “paradox of power” which contrasts with the transitivity of the unique influence relation of binary voting games. Weak conditions of anonymity suffice for each of these relations to be transitive. We also obtain a necessary and sufficient condition for each of these relations to be complete. Further, we characterize institutions in which the rankings induced by these relations, and the Banzhaf–Coleman and Shapley–Shubik power indices coincide. We argue that extending the influence relations to firms would be useful in efficiently assigning workers to different units of production. In this essay I try, first of all, to outline the development of Joachim's epistemology from his most significant book, The Nature of Truth (1906), to his posthumous Logical Studies (1948), which gathers together the lectures on Logic delivered by him at the University of Oxford in the years up to his death in 1938. The conception of truth as systematic coherence, upheld by him in his earlier work in a lively polemic against Bertrand Russell's empirical-realist 'correspondence theory of (...) truth' as well as against the intuitionist appeal to immediate self-evidence, shows the thorough- going influence of F.H. Bradley's epistemology in its declaredly idealistic orientation and its 'sceptical' outcome. I then criticise the arguments by which, in the final pages of The Nature of Truth, he supports his denial of truth's reality, pointing out that they are plainly self-refuting. Finally, I examine the further development of his conception of thought and truth in his Oxford lectures, where he subjects the above-mentioned arguments to a careful self-critique, which prompted his pupil Errol E. Harris to vindicate, against contemporary anti-metaphysical thought, the perennial theoretical value and moral significance of metaphysics in general, and of Hegel's Absolute Idealism in particular. "Contemporary" is the controlling word in the title of this book of provocative readings, but foundational ideas of a timeless stamp are also brought to bear after the reader’s attention has been captured. In the section on ethics and society, for example, some selections deal with sex, marriage, abortion, eugenics, and women’s rights, but others are archly included on free will, the good life, duty, and the nature of ethical disagreement. The nineteen philosophers whose works are excerpted for this section (...) range from Kant and Bentham in an earlier era through Bertrand Russell and A. H. Maslow of the recent past to today’s Simone de Beauvoir, A. C. Ewing, and Charles L. Stevenson, as well as younger thinkers such as Arthur C. Danto and Nicholas Rescher. The remaining sections of the book cover political problems, language and art, experience and nature, and existential, religious, and other views of the meaning of life. An article by Huston Smith on the religious import of drugs concludes the volume. The editors’ introduction describes in fresh ways what a philosophical approach to an issue is and provides a useful setting for the relevant readings which follow. In the introductions to the five sections of the book, they take a closer look at the particular areas of interest and again try to illuminate the readings, in a different way by setting before the reader the truly challenging questions with which the readings will grapple.—W. Each opens with two excerpts from classic philosophers, presenting alternative formulations of major problems in an area of philosophy. The other selections are by contemporary writers. Each section closes with a fictional dialogue between the men who set the problems. The author hopes that students will find the easy selections provocative and so be encouraged to (...) attempt the less readily understandable. The sections are designed to lead into one another, from "Political and Social Philosophy," with which most students have some acquaintance, to other areas, each presupposed by those preceding, that is, to "Ethics and the Moral Life," "Philosophy of Religion," "Theory of Knowledge and Experience," and finally to "Metaphysics." The selections are fresh, varied, and well-chosen to stimulate discussion. For example: Plato and Hobbes introduce "Political and Social Philosophy," followed by Stuart Hampshire, Michael Oakeshott, Jean-Paul Sartre, C. I. Lewis, John Rawls, and Edward Kent.
